Free speech on the internet could be limited should the Gov. gain any control over the ISP'S as has been stated the President could shut down the net should he feel in was in the interest of national security. I am no expert, but, I believe that the majority of the country has "so-so" or crappy credit scores. Why not design an incentive program geared towards promoting traffic and driver safety by improving their credit scores over time. For example, every six months if a driver goes without an accident or ticket, raise their credit score 10 points. There needs to be very concrete limits on data collection. Governmental and private entities need to be limited to collecting the minimum amount of personal data necessary. Data that can be personally attributed needs to be kept for the minimum duration and it should only encompass the minimum data needed to accomplish a necessary task. It is my proposal that the ISPs are required to submit to a regulatory committee the same information regarding the management practices and this committee is responsible for validating the claims. This would entail site visits and regulatory checks on the ISPs to ensure the companies are complying with their own management practices. The big problem with representative Markey's Net Neutrality bill, is that it bequeaths onto ISPs the power to be police by giving them the responsibility to figure out which users are lawfully using the internet.
