Make Net Neutrality the law so that a new administration can't capriciously reverse it

The Internet Freedom Preservation Act of 2009 (HR 3458) would make net neutrality the law, and require the FCC to promulgate rules that keep the internet open and free. Without such a law, a new president, or simply a change in mind, and FCC support of Net Neutrality will disappear--with no possibility for redress.
