Reasonable Network Management

Priority for the internet gamer or the emergency VoIP call??

This just boils down to the governement favoring one corporate entity over another. ISP's want to be able to manage the networks they have poured billions of dollars of investments into, and Internet companies like Google want to be able to profit of those companie's investments without paying for it. Google gets to drive on the highways for free without having to pay for the construction. Wouldn't it be nice if we didn't have to pay taxes for our roads and highways?? What if we didn't manage our road system with stop lights, stop signs, traffic lanes. And what if nobody pulled over to the side of the road to let the ambulance or police car with their sirens pass. In a net neutral world, the ambulance and police car would be treated as any other driver on the road. Is providing priority bad in this case...should a 911 call from a VoiP call be treated the same as a teenager killing zombies on an online game?
